Establishes a Civil Rights Board to address the civil rights of homeless.  Authorizes the board to:  (1) request a law enforcement officer to initiate proceedings for an individual's emergency examination and hospitalization; and (2) if the law enforcement officer declines to do so, order the officer to address any complaint by taking action that would help to ameliorate the situation.

Streamlines the reporting requirements of the Department of Human Services (DHS)and the family courts to require DHS, upon direction of the court, to provide the family court with an oral or written report regarding the safety of a minor child of the parties on or prior to the next regularly scheduled court hearing.  Provides that if DHS provides a written report, the DHS need not appear at the hearing unless ordered to do so.  Requires the court to provide copies of all written reports to the parties.  (HB669 HD1)

RELATING TO FAMILY COURTS.

In child custody and visitation proceedings involving an allegation or history of family violence:  (1) requires family courts to first hold an evidentiary hearing on the issue of family violence; (2) requires child custody evaluators to have qualifications relevant to the subject of family violence; and (3) if the proceeding does not involve mental health issues, prohibits disqualification of a person for appointment as a child custody evaluator solely because the person does not hold a degree relating to mental health.  Prohibits use of a parent's good faith allegation of family violence as a factor that weighs against the parent in determining child custody or visitation.  Requires family court judges and professional personnel to complete ongoing training in the latest best practices and research in domestic violence advocacy.

Appropriates funds to the department of human services to continue to administer the housing first program, and to expand the housing first program outside of Oahu, for chronically homeless individuals.

Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services for up to six months.  Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures.  Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter.  Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability.  Removes DHS's authority to require shelters to comply with additional requirements.  Establishes and funds 2.0 FTE positions to assist in the implementation of the homeless shelter program.  Appropriates funds for homeless shelters and other non-recurring costs.

Part I:  Establishes a three-year Homeless Employment Pilot Program that provides homeless individuals with work opportunities and connects them with service providers.  Requires the Department of Labor and Industrial Relations to submit a report to the Legislature prior to the 2018 Regular Session on implementing the program.  Appropriates funds to establish the pilot program.  Part II:  Requires the auditor to conduct a study to assess the impact of using medicaid funds to provide coverage for the treatment for homelessness.  Requires the auditor to submit a report to the legislature.  Makes an appropriation.  Part III:  Requires the department of human services, in collaboration with the department of health, to review the progress of the Hawaii pathways project pilot and continue to pursue efforts to utilize medicaid to provide supportive housing services for chronically homeless individuals.  Provides considerations for the department in planning for the expansion of supportive housing services provided through medicaid managed care plans.  Requires the department to report to the legislature.  Makes an appropriation.  Takes effect 7/1/2075.  (SD1)

Establishes the R.E.A.C.H (Resources for Enrichment, Athletics, Culture, and Health) Program in the Department of Education (DOE) to provide a standardized framework and funding for after-school programs in public middle and intermediate schools.  Requires the DOE to submit a report to the Legislature. RELATING TO CHILD CARE FACILITIES.

RELATING TO HUMAN SERVICES.

Requires Department of Human Services (DHS) registered or licensed child care facilities to:  (1) Place any child less than a year old on the child's back to sleep; (2) Discuss the Safe Sleep Policy with the child's parent or legal guardian before the child is enrolled in the facility; (3) Complete training in safe sleep practices; and (4) Report the death of a child, employee, or household member, and any illness or injury received at the facility to DHS within one working day of occurrence.  (SB522 HD1)

RELATING TO KUPUNA CARE.

Requires the executive office on aging to establish the kupuna caregivers program, subject to available funds, to assist community members in obtaining care for elders while remaining in the workforce.  Makes establishment of the kupuna care program mandatory, subject to available funds.  Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program.  Appropriates funds for establishing and implementing the kupuna caregivers program.  (SB534 HD1)

RELATING TO CHILD CARE FACILITIES.

RELATING TO INCOME WITHHOLDING FOR CHILD SUPPORT.

Amends the income withholding requirements to impose a fine against any employer who discharges from employment, refuses to employ, or takes disciplinary action against any noncustodial parent subject to income withholding, or who fails to comply with an order of assignment of future income.  Takes effect on 1/7/2059.  (SD2)

RELATING TO HOMELESS SHELTERS.

Provides that emergency shelters may provide partitioned space for homeless persons or families based upon Department of Human Services (DHS) guidelines.  Extends by one year, the emergency shelter compliance requirements per Act 234, Session Laws of Hawaii (SLH) 2016, for contracts between DHS and emergency or transitional shelter provider agencies.  Extends the effective date of Act 234, SLH 2016.  (SB964 HD1)

RELATING TO PARENTAL RIGHTS.

Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that the natural parent committed sexual assault of the other natural parent, the child was conceived as a result of the sexual assault by the parent, and termination of parental rights is in the best interests of the child, under certain conditions.  Takes effect on 1/7/2059.  (SD1)
