RELATING TO THE UNIFORM CERTIFICATE OF TITLE FOR VESSELS ACT. Requires certain vessel owners to apply for a certificate of title within twenty days of becoming an owner or within twenty days of establishing principal use of the vessel in waters of the State. Establishes the information required in an application for a certificate of title, process for a transfer of vessel ownership and title, rights of a secured party, and rights of a purchaser other than a secured party. RELATING TO LIFEGUARDS. Requires the Attorney General to defend any civil action or proceeding against a county and any person employed by the county to provide lifeguard services at a designated state beach park under an agreement between the State and the county. Appropriates funds to the Department of Land and Natural Resources to hire lifeguards to monitor state beach parks. (SD1 Proposed)

RELATING TO DISPOSITION WITHIN STATE BOATING FACILITIES. Requires the board of land and natural resources to obtain prior authorization of the legislature by concurrent resolution in order to lease any fast lands and submerged lands within any existing state boating facility by public auction, request for proposals, or direct negotiation. Requires the board of land and natural resources to first make a finding regarding certain sea level rise factors and allows legislative authorization for extraordinary circumstances. Repeals fast lands and submerged lands lease requirements specific to Ala Wai Boat Harbor. (Proposed SD1)

RELATING TO OCEAN WATERS. Prohibits liquor consumption by bathers within one thousand yards of any beach or shoreline in the State. (HB2617 HD2)
