RELATING TO THE DIVISION OF CONSERVATION AND RESOURCES ENFORCEMENT. Appropriates funds to upgrade the Department of Land and Natural Resources' Division of Conservation and Resources Enforcement's trucks currently in use in Hawaii county.

RELATING TO THE KAHOOLAWE ISLAND RESERVE COMMISSION. Appropriates funds for the Kahoolawe Island Reserve Commission to restore, preserve, and determine the appropriate uses of Kahoolawe island, and to fund one full-time equivalent (1.00 FTE) permanent position for the Kahoolawe Island Reserve Commission.

RELATING TO MANDATORY VESSEL INSURANCE COVERAGE. Requires owners of vessels that are required to register with the State to obtain vessel insurance. Specifies the types of insurance coverage required. Exempts certain vessels from mandatory insurance requirement. Authorizes the chairperson of the board of land and natural resources to adopt administrative rules concerning mandatory vessel insurance.
