RELATING TO HOUSING. Makes technical and housekeeping amendments to Act 159, Session Laws of Hawaii 2017, to clarify the terms and applicability of the Hawaii Housing Finance and Development Corporation's (HHFDC) first option to purchase or transfer to a qualified nonprofit housing trust the first option to purchase affordable housing units developed with the Corporation's financing or assistance. Clarifies that Act 159 does not apply to any rights, duties, or obligations that were extended by the Corporation through contract or preliminary offering statement prior to Act 159's effective date. Takes effect on 07/01/2030. (SD1)

RELATING TO HOUSING. Requires the Hawaii housing finance and development corporation to conduct a study of the housing waitlists in the State and in each county to gain a better understanding of the current and future demand and supply of affordable housing suitable for individuals with access and functional needs. Makes an appropriation. Takes effect on 1/1/2050. (SD1)

RELATING TO HOMEOWNERSHIP. Changes the annual contribution and deduction amounts, aggregate contribution amount, and deadline for distributing the entire interest for individual housing accounts established after December 31, 2018; allows Community Development Financial Institutions to serve as trustees of individual housing accounts established after December 31, 2018; and requires homebuyer education as a condition of distribution of funds in individual housing accounts by trustees. Takes effect on 01/01/2050. (SD1)

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM. Authorizes the Department of Business, Economic Development, and Tourism to deposit moneys it receives from the repayments of loans and payments of interest or fees from the Hawaii capital loan program in chapter 210, the Hawaii large fishing vessel purchase, construction, renovation, maintenance, and repair loan program in chapter 189, and the Hawaii small fishing vessel loan program in chapter 189, into the Hawaii community-based economic development (CBED) revolving fund. Moneys from the CBED revolving fund will be used to make loans and grants to small businesses. (HB2333 HD1)

RELATING TO PROCUREMENT. Appropriates funds to the State Procurement Office for two full-time construction procurement specialists to support the State Procurement Office. (HB2055 HD1)
