RELATING TO YOUTH SUICIDE PREVENTION. Appropriates moneys for youth suicide early intervention, prevention, and education initiatives in Maui county. (HB2169 HD1)

RELATING TO CHARTER SCHOOLS. Allows funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Takes effect on 7/1/2025. (SD1)

RELATING TO TEACHER INCENTIVES. Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Beginning with fiscal year 2018-2019, requires that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers. (HB2162 HD1)

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Increases membership on the Hawaii Teacher Standards Board to include a member of the Native Hawaiian Education Council and a non-voting public university student teacher. Clarifies that a permit is required for non-licensed teachers serving in public schools. Takes effect 7/1/2050. (SD1)

RELATING TO RENTAL HOUSING. Amends Act 127, Session Laws of Hawaii 2016, to clarify the duties of the Special Action Team on Affordable Rental Housing and add additional members to the Special Action Team for the purpose of addressing issues related to extremely low-income household needs. Makes an appropriation. Takes effect on 1/1/2050. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM. Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. Creates a special fund. (HB2165 HD1)

RELATING TO COLLECTION OF RESTITUTION FOR CRIME VICTIMS. Establishes standards and procedures for withholding income to pay restitution orders. Appropriates funds to the Department of the Attorney General for enhancing restitution collection. Effective 7/1/2035. (SD1)
