RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT. Extends through 2028 tax year the time that the department of agriculture may certify important agricultural lands qualified agricultural cost tax credits.

RELATING TO AGRICULTURE. Establishes the agriculture accelerator program to authorize the agribusiness development corporation to provide moneys and invest in existing or new agriculture businesses approved by the board of directors of the ADC in return for equity in those agriculture businesses. Establishes an agriculture accelerator special fund to provide funds for the agribusiness development corporation to provide moneys to and invest in agriculture businesses under the agriculture accelerator program.

RELATING TO TAX EXEMPTION. Exempts sales of farm equipment and machinery to certain producers of agricultural products from the general excise tax. Takes effect on 7/1/2019 and applies to taxable years beginning after 12/31/2019. (SD1)

Transfers operational authority over the portions of the east Kauai irrigation system operated and maintained by the east Kauai water users' cooperative as of July 1, 2018, to the department of agriculture upon adoption of rules. RELATING TO AGRICULTURE. Establishes the agricultural land acquisition fund to provide funding for the acquisition, administration, maintenance, and management of agricultural lands and irrigation systems to improve food security. Specifies sources of deposits into the fund. Appropriates funds.

RELATING TO NONPROFIT CORPORATIONS. Amends the Hawaii Nonprofit Corporations Act to: clarify that a public benefit corporation may not purchase its memberships; clarify that the term "director" only includes those who have the authority to vote as a member of a board; clarify that a corporation with members may provide for appointment by some other person, or designation, of some of its directors; and allow the attorney general more time to review a proposed sale of substantially all of the assets of a corporation, other than in the regular course of its activities. RELATING TO INTELLECTUAL AND DEVELOPMENTAL DISABILITIES MEDICAID WAIVER ADMINISTRATIVE CLAIMING SPECIAL FUND. Creates the intellectual and developmental disabilities medicaid waiver administrative claiming special fund into which federal moneys may be deposited from the Department of Health's participation in the waiver program. Appropriates funds to support individuals with intellectual and developmental disabilities. (SD1)

RELATING TO EDUCATION. Requires the Department of Education to: (1) develop and implement a statewide computer science curricula plan for public schools; and (2) permit students to fulfill some graduation requirements through computer science coursework. Appropriates funds to the Department of Education. Requires the University of Hawaii to permit applicants to fulfill certain admission requirements through computer science coursework. (SD1)

RELATING TO THE HAWAII TOURISM AUTHORITY. Prohibits the Hawaii Tourism Authority from using administrative expense funds in the tourism special fund for marketing Hawaii as a tourism destination. Takes effect on January 1, 2050. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Requires the Department of Business, Economic Development, and Tourism to develop regional economic plans for each county to provide jobs in urban and rural areas of each county based on the development or community boundaries of each respective county. Requires Department of Business, Economic Development, and Tourism to work with the Department of Education and the University of Hawaii to develop K-12 pathways for each school that emphasize skills necessary to meet the State's specific industry needs.

RELATING TO ENERGY. Requires the department of business, economic development, and tourism to partner with the United States Department of Energy to establish an office of science national laboratory in the Kalaeloa community development district.

RELATING TO HOUSING. Extends to June 30, 2026, the certification requirements for exemption from the general excise tax for certain affordable rental housing projects. Amends the certification requirements for exemption from the general excise tax for those affordable rental housing projects. Conditions certification upon the project owners not refusing to lease units in the projects to qualified applicants because they hold a voucher or certificate of eligibility under the Section 8 Housing Choice Voucher Program. RELATING TO CHILD WELFARE SERVICES. Appropriates funds for DHS to establish a five-year pilot program in the east Hawaii child welfare services section in Hawaii county that limits the number of children per child welfare services caseworker to no more than twenty. Appropriates funds for additional case managers and support staff for the pilot program.

RELATING TO HEALTH ANALYTICS. Establishes the health analytics program in the med-QUEST Division of the Department of Human Services and authorizes the Department to maintain an all-payers medical claims database. RELATING TO POVERTY. Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits. (SD1)

RELATING TO FAMILY LEAVE. Requires the Department of Labor and Industrial Relations to adopt rules by 1/1/2020 that establish paid family leave for all workers. Establishes a paid family leave special fund. Appropriates funds. (SD1)

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF PUBLIC SAFETY. Makes an emergency appropriation to provide funds for the Department of Public Safety to pay for the temporary housing of 248 inmates at a non-state facility for an additional six months, during work on capital improvements to the Halawa Correctional Facility, under DAGS Job No. Job No. 12-27-5644 – security electronics and hardware repairs and improvements.

RELATING TO CONCUSSIONS. Further expands the concussion educational program established under Act 197, Session Laws of Hawaii 2012, and expanded under Act 262, Session Laws of Hawaii 2016, to include athletic events beginning from grade three. Appropriates funds for the continuation of the concussion educational program. (SD1)

RELATING TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS. Makes an appropriation to the Department of Land and Natural Resources for the operational expenses and staffing costs of the Hawaii Association of Conservation Districts. (SD1)
