RELATING TO ABANDONED VEHICLES.

Requires the counties to take into custody abandoned vehicles on public roads within ten business days.  Specifies that the requirement to provide written notice to the registered owner of an abandoned vehicle under section 290-2, Hawaii Revised Statutes, applies only to those abandoned vehicles that have been reported stolen.  Amends the conditions that constitute a derelict vehicle under section 290-8, Hawaii Revised Statutes.  Repeals section 290-3, Hawaii Revised Statutes, requiring the disposal of abandoned vehicles by public auction. Increases the renewable fuel tax credit cap to $3,500,000 and makes the tax credit permanent.  Creates a renewable fuel facilitator position within the department of business, economic development, and tourism.  Requires reporting to the legislature.  Applies to taxable years after 12/31/2017.  Takes effect on 7/1/2050.  (SD1)

Requires all use permits at the Ala Wai boat harbor to be obtained at public auction.  Requires that public notice of the public auction for a use permit at the Ala Wai boat harbor be given and include certain information.  Requires all public auctions for use permits at the Ala Wai boat harbor to be conducted by the chairperson of the board of land and natural resources or an authorized employee of the department of land and natural resources under the direction of the board of land and natural resources without additional compensation.  Authorizes the chairperson of the board of land and natural resources to contract for services as may be necessary to conduct a public auction for use permits at the Ala Wai boat harbor.  Takes effect on 8/1/2018.  (SD1)
