PROPOSING AN AMENDMENT TO ARTICLE IV, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO ADDRESS THE SELECTION OF MEMBERS OF THE REAPPORTIONMENT COMMISSION. Proposes an amendment to the Constitution of the State of Hawaii to ensure participation of all political parties on the Reapportionment Commission by providing that if there are no members belonging to a minority party in a house of the legislature, the chair of the minority party shall nominate three persons to the presiding officer of each house of the legislature, who shall then select two members of the reapportionment commission from the three persons nominated. Statutorily establishes the Office of Information Practices' Director's term for six years and thereafter until a successor is appointed, and sets the salary equivalent to the salary of a tier-one deputy department director as recommended by the commission on salaries. Makes an appropriation to the Office of Information Practices. Effective 7/1/2035. (SD1)

RELATING TO FALSE CLAIMS TO THE STATE. Amends false claims to the State statute by increasing penalties to maintain consistency with the federal False Claims Act and in order to comply with the federal Civil Penalties Inflation Adjustment Act of 1990. (SD1)

RELATING TO EMPLOYEE'S DESIGNATION OF BENEFICIARY FORM. Allows the employee's designation of beneficiary form to be kept in the department where the employee is employed. Permits the designation to be filed and maintained electronically. Takes effect 1/1/2050. (SD1)

Changes name of the boiler and elevator special fund to boiler and elevator revolving fund. Extends the time from five to ten years for the Director of Labor and Industrial Relations to reimburse the general fund from the Boiler and Elevator Revolving Fund. (SD1)
