Authorizes the agribusiness development corporation to enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production.

RELATING TO PESTICIDES.

Expands the membership of the pesticide advisory committee to include a representative from the DOE, each county mayors' office, a medical expert, and a non-governmental organization scientist.  Expands the duties of the pesticide advisory committee to include establishment of state standards for chronicity, recommendation to the legislature of specific changes to the State's pesticide laws and regulations, expansion of the good neighbor program, and establishment of a comprehensive buffer zone policy for the State.

Amends the State's charitable solicitations law by: substituting the term "total revenue" for the term "gross revenue" and the term "total receipts" for the term "gross receipts"; clarifying when professional solicitors must file financial reports; clarifying when commercial co-venturers must provide a charitable organization with an accounting and the benefit of a charitable sales promotion; eliminating the requirement for certain charitable organizations to submit an audit report; and making housekeeping amendments.  (SD1)

Requires the State and counties to incorporate predictions of sea level rise and other climate change hazards and mitigation opportunities into applicable plans, strategies, and mapping.  (SD1)

RELATED TO LAND-SECURED FINANCING.

Expands the authority of counties to use land-based financing to support operating costs for certain county services provided within improvement districts and community facilities districts.  Adds county maintenance of the capital improvements to be land-based financed.  Authorizes counties to use up to         per cent of the assessment or tax revenues to cover administrative expenses in creating and administering the district and the associated assessments, fees, and taxes.

RELATING TO CERTIFICATES OF CONVEYANCE.

Allows counties to enact ordinances that require the grantor of real property to include in the certificate or certificates of conveyance a statement regarding whether granted real property that is located within the county may be used for short-term rentals under the county's zoning or land use ordinances.  Takes effect 7/1/2019.

RELATING TO ELECTRIC VEHICLES.

Clarifies the existing parking fee exemption for electric vehicles at metered stalls and creates a twenty-four-hour exemption for electric vehicles using non-metered stalls at all state airports under the jurisdiction of the department of transportation.  (SD1)
