RELATING TO EXTRACURRICULAR ACTIVITIES. Allows home schooled students to participate in extracurricular activities offered at the public school that they would otherwise be required to attend. (SD1)

RELATING TO INTOXICATING LIQUOR. Includes distilled beverages containing spirits and added blending materials that contain less than twelve per cent of alcohol by volume in the cooler beverage definition. Deletes definition of draft beer. Applies the tax rate on draft beer to all beer.

RELATING TO THE CONVEYANCE TAX. Repeals the statutory cap on the disposition of conveyance taxes dedicated for deposit into the Rental Housing Revolving Fund for the financing of affordable rental housing development.

RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE. Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2017.

RELATING TO ELECTRONIC FILING. Authorizes the Department of Taxation to require certain taxpayers to file returns electronically, subject to exceptions for reasonable cause as provided by administrative rules.

RELATING TO TAX ADMINISTRATION. Increases the limit on revenues collected by the special enforcement section that are deposited into the tax administration special fund.

RELATING TO THE STATE BUDGET. Amends descriptions of capital improvement projects related to East Maui Water Systems in the General Appropriations Act of 2015, as amended by the Supplemental Appropriations Act of 2016. |

RELATING TO TAXATION. Requires a person authorized to collect rent on behalf of the nonresident owner of real property located in the State to withhold the general excise tax due on rents collected. Requires nonresident owners who receive rents attributable to real property located in the State to enter into a rent collection agreement.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST A NOT-FOR-PROFIT CORPORATION THAT PROVIDES HEALTH CARE FACILITIES TO THE GENERAL PUBLIC. Authorizes the issuance of special purpose revenue bonds to assist Wahiawa General Hospital with completion of deferred facilities and maintenance projects that are necessary for the health and safety of patients and staff.

RELATING TO TAXATION. Adopts section 199A of the Internal Revenue Code pertaining to qualified business income.

RELATING TO AGRICULTURE. Authorizes the issuance of special purpose revenue bonds to assist Twin Bridge Farms, Inc., to purchase certain lands. (Proposed SD2)
