RELATING TO THE LAND USE COMMISSION. Requires the Land Use Commission to monitor and evaluate the enforcement of laws on conservation lands by the Department of Land and Natural Resources. Requires the Land Use Commission to submit an annual report to the Legislature regarding its findings.

RELATING TO EMERGENCY MANAGEMENT. Establishes within the Hawaii Emergency Management Agency an emergency management watershed team, which shall have the authority to access any state, county, or private real property within the State for the limited purpose of clearing the mouth of certain streams in preparation for the imminent approach of a hurricane. Appropriates funds.

RELATING TO PUBLIC LANDS. Establishes procedures for designating public land redevelopment districts, planning committees, district redevelopment plans, and designated redevelopment district revolving funds. Establishes powers and duties of planning committees. Modifies public land lease restrictions. Appropriates funds. Establishes the Waiakea peninsula redevelopment district, planning committee, and revolving fund until 6/30/2028.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Clarifies the interests that must be represented by members of the HCDA representing community development districts. Requires the senate president and the speaker of the house of representatives to nominate representatives of the several community development districts to the HCDA, and requires those representatives to be nominated only as a resident representative or a small business owner or nonprofit organization representative, but not both.

RELATING TO PORT INFRASTRUCTURE. Requires the Department of Land and Natural Resources to create a strategic plan for maintenance dredging of important port and harbor locations and report the plan to the Legislature. Appropriates funds.

RELATING TO URBAN REDEVELOPMENT. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential uses on public land within a redevelopment area. Exempts construction of works or improvements of a redevelopment project from General Excise and Use Taxes.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three-minutes. This three-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
