RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Transfers $1,000,000 from the natural area reserve fund to the firefighter's contingency fund to be expended to upgrade firefighting equipment to be used jointly by the State and counties.

RELATING TO WATER SECURITY. Directs the Commission on Water Resource Management to conduct a statewide water security study reviewing past water supply, present water use, and future water availability by 2050. Makes an appropriation.

RELATING TO WATERSHEDS. Appropriates moneys to the Department of Land and Natural Resources for improvements, repairs, and maintenance of watersheds throughout the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 10 copies (including an original) to Room 305 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8484 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through the website); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three-minutes. This three-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
