RELATING TO MOTOR VEHICLE WEIGHT TAX.

Excludes the weight of lifts and ramps, motors to operate them, and vehicle chassis reinforcements, from the determination of net weight for non-commercial vehicles for purposes of levying the state and county motor vehicle weight tax.  Takes effect on 7/1/2019.

RELATING TO ENERGY.

Establishes an Alternative Energy Research and Development Pilot Program and appropriates moneys for grants under the pilot program.

RELATING TO MOTOR VEHICLE INSPECTIONS.

Requires a two-year motor vehicle inspection safety check for vehicles ten years of age or newer.  Doubles the inspection fee for the two-year motor vehicle inspection safety check.

RELATING TO TRANSPORTATION.

Establishes a rental motor vehicle surcharge dedicated to road improvements in the county in which the funds are generated.

RELATING TO TAXATION.

Extends the period by six months that a county may adopt a surcharge on state tax, under certain conditions, from March 31, 2018, to September 30, 2018.
