RELATING TO BIOFUEL.

Requires fuel sold in the State to contain no less than ten per cent biofuel by volume that is produced in the State from agriculture products grown or sourced in the State; provided certain quantities of biofuel produced in the State are available.  Sets amount of fine for violating biofuel requirement.  Amends definition of "biofuels" to include ethanol and biodiesel.

Codifies sustainable development goals based on the United Nations' Global Goal seven, affordable and clean energy.

RELATING TO ZERO-EMISSION VEHICLES.

Requires rental motor vehicle lessors with more than two hundred light duty passenger vehicles, to expedite the incorporation of zero-emission vehicles into the lessor's fleet by 2025.  Requires all rental motor vehicle lessors to report a list of the make, model, license plate number, and fuel type of each rental motor vehicle in the lessor's fleet to the Director of the Commerce and Consumer Affairs.

Requires the Department of Commerce and Consumer Affairs to adopt state appliance efficiency standards to protect consumers.

Specifies requirements for fireworks shippers.  Authorizes the use, by permit, of fireworks for film and movie productions.  Authorizes the testing, disposal, and destruction of illegal and unwanted fireworks by law enforcement.  Corrects labeling dimensions with regard to display fireworks.
