RELATING TO VEHICLES.

Allows the owner of a vehicle, upon registration, to designate a beneficiary to whom ownership of the vehicle will be transferred upon the death of the owner.

RELATING TO MOTOR VEHICLES.

Requires transferors and transferees of used motor vehicles, mopeds, and trailers, including motor vehicles whose owners do not intend to drive the vehicle on public highways, to appear together before the county director of finance with government-issued identification to finalize a transfer of ownership.  Directs police officers to remove from public streets any motor vehicle, moped, or trailer not properly transferred.  Requires transferees to present a valid certificate of ownership in order to claim a vehicle removed from a public street.

RELATING TO METROPOLITAN PLANNING ORGANIZATIONS.

Requires that membership of each metropolitan planning organization policy board include at least one member of the senate and one member of the house of representatives from that metropolitan planning area.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires certain private streets, highways, or thoroughfares in a development district of the HCDA to conform to county construction and maintenance standards.  Requires owners of private streets, highways, or thoroughfares in a development district to be responsible for the costs of conforming and maintaining the private roads to county standards.  Authorizes private civil injunctive actions in the circuit courts to enforce compliance.  Repeal on 6/30/2023.

RELATING TO HIGHWAY SAFETY.

Clarifies the definition of "drug" in chapter 291E, Hawaii Revised Statutes, regarding the use of intoxicants while operating a vehicle.

      Status & Testimony

RELATING TO MOBILE ELECTRONIC DEVICES.

Requires the driver of any motor vehicle that is involved in an accident and in possession of a mobile electronic device at or near the time of the accident to, at the request of a police officer, submit the mobile electronic device to the police officer for the sole purpose of field testing of the device.  Establishes procedures to allow police officers responding to a motor vehicle accident to field test a mobile electronic device.  Imposes penalties if a driver of the motor vehicle involved in an accident fails to submit the driver's mobile electronic device for the field testing.

RELATING TO MOTOR VEHICLES.

Implements $10 motor vehicle importation fee for each motor vehicle that is imported into the State, paid to the county that is the final destination of the vehicle.  Sets out purpose for which funds from motor vehicle importation fee can be expended.

RELATING TO VOTING.

Beginning on January 1, 2019, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that upon receipt of notification from the respective county clerk the applicant shall have twenty-one calendar days to opt-out of automatic voter registration.  Makes an appropriation.
