RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Amends the amount of transient accommodations tax revenues to be remitted to the counties. Requires the counties to use transient accommodations tax revenues to enforce ordinances regulating transient accommodations and other short term rentals and for other specific programs.

RELATING TO TOURISM. Requires the Hawaii Tourism Authority to update the statewide tourism strategic plan and to fund the update of county visitor industry strategic plans. Allocates a portion of transient accommodations tax revenues for the county plans. Establishes a planner position in the Authority to administer the development and implementation of the county plans.

RELATING TO OCEAN SAFETY. Requires tourism special fund moneys to be made available to support state and county ocean safety programs.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates funds from transient accommodations tax revenues to the Hawaii Tourism Authority to implement initiatives, in conjunction with the Hawaii Lodging and Tourism Association, to address homelessness in tourist and resort areas.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Amends the amount of transient accommodations tax revenues allocated to the counties from a specified sum to a percentage of the revenues collected.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
