RELATING TO FIRE PROTECTION. Provides for additional use of the Reduced Ignition Propensity Cigarette certification fees to support the state fire council and its programs and activities.

RELATING TO FIREWORKS. Increases the fireworks display permit fee.

RELATING TO EMERGENCY MANAGEMENT. Appropriates funds to the Hawaii emergency management agency for a hurricane shelter retrofit program for the retrofitting of emergency public shelters and residential homes and buildings.

RELATING TO EMERGENCY MANAGEMENT. Clarifies that certain types of remuneration received by an owner of private property who in good faith provides emergency access to land, shelter, or subsistence during a disaster shall not disqualify the owner from receiving the exemption provided under section 663-10.7, HRS, from civil liability for any resulting injury or damage.

RELATING TO EMERGENCIES. Appropriates $100,000 to the Department of Defense for the installation of new outdoor sirens in the Salt Lake area of Oahu.

RELATING TO THE NATIONAL GUARD. Allow the Department to recoup operating costs when the department allows for temporary facility use to the public. Currently, the law requires all monies received from the rentals shall be deposited into the general fund of the State.

RELATING TO THE CHARGEABLE TRANSIENT QUARTERS REVOLVING FUND. Creates a Chargeable Transient Quarters revolving fund into which lodging and billet fees are deposited and accounted for.

RELATING TO DIVORCE. Disallows a court, when dividing property upon the dissolution of a marriage, from considering military disability benefits or from indemnifying or awarding the veteran's spouse for waivers or reductions in military pay related to disability benefits.
