Extends the period by one year that a county may adopt a surcharge on state tax, under certain conditions, from March 31, 2018, to March 31, 2019.

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE COUNTY OF KAUAI.

Authorizes the Director of Finance to issue general obligation bonds to finance the design and construction of a Kauai Fire Department helicopter hangar and the Pua Loke Affordable Housing projects in the county of Kauai.

RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting.  Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions.

RELATING TO GOVERNMENT RECORDS.

Amends the Sunshine Law to allow certain government records to be shared among public board members where no commitment relating to a vote on the matter is made or sought.

RELATING TO COMMUNITY MEETINGS.

Amends the Sunshine Law, part I, chapter 92, HRS, to clarify the ability of board members to attend and speak at community, educational, or informational meetings that are open to the public; and to provide that the limitation on the number of attendees shall not apply to members of a county council.

RELATING TO CLIMATE CHANGE.

Requires state agencies to require climate vulnerability assessments for permit applications for projects involving building, transportation, or land use change that may generate significant greenhouse gas emissions.  Applies to permit applications filed after 12/31/2019.

SB 3057

      Status & Testimony

RELATED TO LAND-SECURED FINANCING.

Expands the authority of counties to use land-based financing to support operating costs for certain county services provided within improvement districts and community facilities districts.  Adds county maintenance of the capital improvements to be land-based financed.  Authorizes counties to use up to         per cent of the assessment or tax revenues to cover administrative expenses in creating and administering the district and the associated assessments, fees, and taxes.

SB 3089

RELATING TO CERTIFICATES OF CONVEYANCE.

Allows counties to enact ordinances that require the grantor of real property to include in the certificate or certificates of conveyance a statement regarding whether granted real property that is located within the county may be used for short-term rentals under the county's zoning or land use ordinances.  Takes effect 7/1/2019.
