RELATING TO EMERGENCY MANAGEMENT. Clarifies that a civil liability exemption for providing emergency access during a disaster applies to facilities receiving compensation and to owners who sell commodities to people seeking emergency access shelter on the owner's property; provided that the owner does not engage in price gouging.

RELATING TO EMERGENCIES. Prohibits places of public accommodation from denying shelter to any person when the State, or any portion thereof, is the subject of an emergency alert that advises the public to immediately seek shelter. Provides for an unspecified civil penalty for each violation. Provides immunity from civil liability, with certain exceptions.

RELATING TO PUBLIC SAFETY. Requires businesses and homeowners to provide shelter upon missile threat alert. Provides immunity to businesses and homeowners. Requires the Hawaii Advisory Council on Emergency management to develop a plan for emergency and disaster response. Requires legislative report. Appropriates moneys.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
