RELATING TO COMMERCIAL OCEAN RECREATION. Requires the Department of Land and Natural Resources to adopt rules regulating the activity of watersport excursion companies to provide for increased safety measures.

RELATING TO PERSONAL PRIVACY. Specifies certain records of the Department of Hawaiian Home Lands are not required to be publicly disclosed or made open to inspection pursuant to public records requests and may be discussed during an executive meeting of the Hawaiian Homes Commission.

RELATING TO RULES GOVERNING COMMERCIAL ACTIVITY FOR OCEAN RECREATION AND COASTAL AREAS. Amends the definition of "commercial activity" within section 200-4(a), Hawaii Revised Statutes.

RELATING TO THE HAWAIIAN LANGUAGE. Makes knowledge of the Hawaiian language a desirable qualification for all state positions. Requires all public information officers of the State to have basic skills in the Hawaiian language. Requires the University of Hawaii to develop and implement a program to translate public documents, including the State Constitution, into the Hawaiian language. Makes an appropriation.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Excludes from any waiting list maintained by the Department of Hawaiian Home Lands any lessee or successor who sells or transfers their lease on a tract of Hawaiian home lands.

RELATING TO ENVIRONMENTAL PROTECTION. Establishes a Hawaii beach preservation special fund. Authorizes the office of planning to expend moneys from the Hawaii beach preservation special fund to purchase lands threatened by sea level rise or beach erosion. Requires the Department of Land and Natural Resources to manage the purchased lands. Creates a task force within the office of planning to determine appropriate funding mechanisms for the Hawaii beach preservation special fund. Makes an appropriation.

RELATING TO TRAINING. Requires certain government decision-makers at the state and county levels to attend a training course on native Hawaiian and Hawaiian rights.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
