RELATING TO NON-GENERAL FUNDS. Abolishes the office of community services special fund of the Department of Labor and Industrial Relations and transfers unencumbered balance to the general fund.

RELATING TO COLLECTIVE BARGAINING. Requires public employees in collective bargaining units to provide written notification to the exclusive representative to discontinue payroll assignments within a certain time period. Requires the exclusive representative to forward the notification to the employer within ten business days of receipt. (HB1725 HD2)

RELATING TO PUBLIC EMPLOYMENT COST ITEMS. Appropriates funds for fiscal biennium 2017-2019 for collective bargaining cost items, salary increases, and other cost adjustments for public employees in collective bargaining unit (14) and for their excluded counterparts.

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Requires the Hawaii Labor Relations Board to adopt emergency rules if the Board finds that Hawaii's Collective Bargaining in Public Employment Law, or its application, is inconsistent with any federal or state law and the adoption of an emergency rule is urgently needed. RELATING TO COLLECTIVE BARGAINING. Provides that negotiations over the implementation of management decisions affecting the terms and conditions of employment that are subject to collective bargaining are not precluded from collective bargaining negotiations. Specifies that negotiations over the procedures and criteria of certain subjects of bargaining shall not compel either party to agree to a proposal or make a concession. (HB2114 HD2)
