RELATING TO PROCUREMENT.

Requires procurement officers to complete periodic performance evaluations of certain contractors.  Establishes factors to be included in any evaluation, consideration, or review of past performance, and ratings standards for those factors.  Requires past performance to be factored into future bid selection of contractors for certain contracts.  Requires past performance to be considered in all sole source procurement and any competitive sealed contracts that exceeds the small purchase threshold.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO PROCUREMENT.

Requires the State Procurement Policy Board to conduct annual compliance examinations of procurement contracts that are over $50,000 of at least 2 executive departments, divisions, or agencies.  Requires the State Procurement Policy Board to also select any department, division, or agency for a compliance examination to ensure compliance with the State Procurement Code.  Requires the State Procurement Office to report its findings to the legislature.  Effective 1/1/2050.  (SD1)

RELATING TO VICTIM RIGHTS.

Provides that failure of state and county officers and employees to carry out or comply with chapter 801D, HRS, shall provide a basis for disciplinary action, with certain exceptions.  Requires competent authority to immediately report such disciplinary action to the legislature.  Takes effect 1/1/2045.  (SD1)

Consolidates the Department of Budget and Finance and the Department of Human Resources Development into the Department of Budget, Finance, and Human Resources.  Transfers functions and duties accordingly.  Effective 1/1/2050.  (SD1)

RELATING TO BUILDING CODES.

Allows state projects to be designed and constructed using an alternative code that is the most cost effective for a project, subject to certain conditions, including protection of public health and safety.  Effective 7/1/2050.  (SD2)

RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation, or the appropriate state entity, to initiate negotiations to keep the units of the Front Street Apartments on Maui affordable, purchase the Front Street Apartments property, or acquire the property through condemnation.  (SB2293 HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Establishes the east Kapolei community development district under the Hawaii Community Development Authority and amends the HCDA membership accordingly.  Requires HCDA to establish a plan by 1/1/2020 to return jurisdiction over the Kakaako district to the City and County of Honolulu, to occur on 7/1/2024.  (SB2525 HD1)

Status

RELATING TO IRRIGATION.

Permits the transfer of operational authority over the portions of the east Kauai irrigation system operated and maintained by the East Kauai Water Users' Cooperative as of 7/1/2018, to the Department of Agriculture upon adoption of rules.  Establishes positions within the agricultural resource management division.  Authorizes GO bonds.  Makes an appropriation.  Requires the Attorney General to review the permit issued by the Department of Land and Natural Resources to the East Kauai Water Users' Cooperative for legal conflicts and submit a report of its findings to the Legislature.  (SB2846 HD1)

Status

RELATING TO RETIREMENT SAVINGS.

Requires the Department of Budget and Finance to conduct a study on the feasibility of implementing the Hawaii retirement savings plan and to submit to the Legislature a report detailing its findings and proposals.  If the results of the study are positive, establishes a retirement savings board to administer the Hawaii retirement savings plan and the Hawaii retirement savings plan administrative fund, and requires the board to annually report to the Governor and Legislature.  Gives the Department of Budget and Finance interim rule making authority.  Appropriates moneys.  Effective 1/1/2050.  (SD2)
