RELATING TO FAMILY LEAVE. Requires the Department of Labor and Industrial Relations to adopt rules by 1/1/2020 that establish paid family leave for all workers. Authorizes the Department to adopt interim rules. Establishes the Paid Family Leave Implementation Board to assist the Department and report to the Legislature; repeals the Board on January 1, 2024. Establishes a Paid Family Leave Special Fund. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO MINIMUM WAGE. Includes persons with disabilities under the minimum wage requirements. Requires the Department of Business, Economic Development, and Tourism to study the impacts of raising the minimum wage and recommend to the Legislature how the minimum wage should be adjusted in the future. RELATING TO EQUAL PAY. Prohibits prospective employers from requesting or considering a job applicant's wage or salary history as part of an employment application process or compensation offer. Prohibits enforced wage secrecy and retaliation or discrimination against employees who disclose, discuss, or inquire about their own or coworkers' wages. Effective 7/1/2050. (SD1)

RELATING TO WORKERS' COMPENSATION. Prohibits employer disputes of workers' compensation claims without reasonable cause or while the claim is pending investigation. Establishes negotiation, notice, and review procedures for disputed claims. Establishes penalty for failure to negotiate in good faith. Permits service providers to charge interest on late bill payments. Effective 7/1/2050. (SD2)

RELATING TO STATE EMPLOYMENT. Repeals the authority for department heads to establish positions for special, research, and demonstration projects approved by the governor. (SD2)

RELATING TO SALARY OVERPAYMENTS. Requires each department to deduct the department's total salary overpayment from the department's budget request for the following fiscal biennium. Requires that employees who exhaust their sick leave be placed on a manual accounting system. Removes the two-year statute of limitations on determination and notice to an employee of salary and wage overpayment. Effective 7/1/2050. (SD2)

RELATING TO PROCUREMENT. Requires all government procurement officers to attend a training and development program prior to participating in or authorizing any procurement. Requires all government procurement officers to complete review training every three years. Requires all procurement officers, department heads, and their deputies, except for the administrator of the State Procurement Office, to attend mandatory procurement training within ninety days of appointment. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO PROCUREMENT. Requires any government body that enters into a contract that is exempt from the state procurement code pursuant to section 103D-102(b), Hawaii Revised Statutes, such as a contract for procurement of services of attorneys employed or retained to advise, represent, or provide any other legal service to the State or any of its agencies, on matters arising under the laws of another state or foreign country, or in an action brought in another state, federal, or foreign jurisdiction, when substantially all legal services are expected to be performed outside this State, and when procurement by competitive means would be impractical or not advantageous to the State, to report that contract to the State Procurement Office and Legislature. Effective 1/1/2050. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
