RELATING TO COLLECTIVE BARGAINING. Provides that negotiations over the implementation of management decisions affecting the terms and conditions of employment that are subject to collective bargaining are not precluded from collective bargaining negotiations. (SD1)

RELATING TO PUBLIC EMPLOYMENT COST ITEMS. Appropriates funds for fiscal biennium 2017-2019 for collective bargaining cost items, salary increases, and other cost adjustments for public employees in collective bargaining unit (14) and for their excluded counterparts. Effective 7/1/2050. (SD2)

RELATING TO COLLECTIVE BARGAINING. Requires collective bargaining public employees to provide written notification to the employee's exclusive representative to discontinue the employee's payroll assignments within a certain time period. Requires the employee's exclusive representative to provide a copy of the notification to the employer within seven business days of receipt from the employee.

RELATING TO LAW ENFORCEMENT. Establishes an enforcement division in the Department of the Attorney General. Transfers to the Department of the Attorney General enforcement division the law enforcement activities of the Department of Land and Natural Resources, Division of Conservation and Resources Enforcement; the Department of Public Safety state law enforcement officers and the narcotics enforcement division; and the Department of Transportation harbors division. Repeals the sunset date of Act 116, SLH 2013, as amended by section 4 of Act 101, SLH 2015. Effective 1/1/2050. (SD2)

RELATING TO COLLECTIVE BARGAINING. Requires the Labor Relations Board to deliver its orders and decisions by hand, USPS mail using a delivery confirmation, or electronically. Extends the time to hold a hearing on a complaint from 40 to 90 days. Repeals the requirement for the State to pay for witness fees and to conduct an audit. Establishes a collective bargaining dispute resolution special fund. Appropriates funds for 1 full-time equivalent (1.0 FTE) attorney position, 1 full-time equivalent (1.0 FTE) chief clerk position, and travel and interpreter costs. Effective 1/1/2050. (SD2)

RELATING TO OCCUPATIONAL SAFETY AND HEALTH. Requires the Hawaii Labor Relations Board to deliver its decisions and orders by hand, USPS mail with delivery confirmation, or electronically. Effective 7/1/2035. (SD2)

RELATING TO MEDICAL COVERAGE. In the event of a controverted workers' compensation claim, requires an injured employee's private health care plan to pay for or provide medical care, services, and supplies; provided that when the claim is accepted, the employer shall reimburse the private health care plan and injured employee. In the event of an accepted claim for leukemia, multiple myeloma, non-Hodgkin's lymphoma, or certain cancers by a firefighter with five or more years of service, requires an employer to be liable for 137 per cent of medical care, services, and supplies.

RELATING TO FIRE PROTECTION. Provides for additional use of the Reduced Ignition Propensity Cigarette certification fees to support the State Fire Council and its programs and activities. Effective 7/1/2050. (SD1)

RELATING TO THE EXECUTIVE BRANCH. Requires the Governor to provide written notice to the Senate, no later than the forty-first day of a regular legislative session, of the name of any gubernatorial nominee for an executive branch position that is subject to the Senate's advice and consent. RELATING TO JOB TRAINING. Requires the Department of Human Resources Development to establish a working group to establish a pilot program where candidates for promotion to supervisor or professional positions can shadow supervisors and professionals and receive supervisory and leadership training. RELATING TO PROCUREMENT FOR THE UNIVERSITY OF HAWAII. Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under Chapter 464, Hawaii Revised Statutes. Requires the University of Hawaii to submit an annual report to the Legislature detailing a list of all capital improvement projects approved by the Board of Regents prioritized by each campus no later than 20 days prior to the convening of each Regular Session. Repeals 6/30/2021. Effective 7/1/2050. (SD2)

RELATING TO THE INDEPENDENCE OF THE OFFICE OF INFORMATION PRACTICES. Statutorily establishes the Director of the Office of Information Practices' term for 6 years and thereafter until a successor is appointed, and sets the Director's salary to an amount equivalent to the salary of the Director of Health. Makes an appropriation to the Office of Information Practices. (SD2)

RELATING TO LOBBYISTS. Clarifies that the State Ethics Commission may require payment of an administrative fine or restitution pursuant to a settlement agreement. (SD1)

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS. Establishes the Labor Law Enforcement Special Fund to finance the collection of penalties and fees for violations of labor law; establishes two positions, including an attorney and legal assistant, in the Department of the Attorney General to represent the Department of Labor and Industrial Relations in collecting penalties for violations of law. Effective 7/1/2050. (SD2)

RELATING TO BOILER AND ELEVATOR SAFETY LAW. Makes housekeeping amendments to Boiler and Elevator Safety Law. Changes name of the boiler and elevator special fund to boiler and elevator revolving fund. Extends the time from five to ten years for the Director of Labor and Industrial Relations to reimburse the general fund from the Boiler and Elevator Revolving Fund. (SD2)

RELATING TO THE HAWAII CIVIL RIGHTS COMMISSION. Authorizes the Hawaii Civil Rights Commission Executive Director to either issue a final conciliation demand or dismiss a discrimination complaint and issue a notice of right to sue after a determination of a reasonable cause of discrimination is made. Expressly does not extend the Executive Director's authority and discretion with respect to fair housing, to comply with the federal Fair Housing Act.

RELATING TO LAW ENFORCEMENT. Prohibits the hiring of a state or county law enforcement officer if the candidate's previous position as a law enforcement officer was terminated while the officer was in poor employment standing. Requires background checks for prospective police officers. Effective 7/1/2050. (SD1)
