RELATING TO PROCUREMENT. Clarifies requirements for public works projects for a bidder who is a party to an apprenticeship agreement.

RELATING TO LABOR. Requires state projects to be designed and constructed using an alternative code that is most cost effective to a project, subject to certain conditions, including health and safety.

RELATING TO THE ASSAULT OF A UTILITY WORKER. Establishes a class C felony for an assault against a utility worker that causes serious or substantial bodily injury or an assault against a utility worker with a dangerous instrument that causes bodily injury.

RELATING TO PROCUREMENT. Removes $10,000 maximum limit on a cash or protest bond that must be posted for a procurement award protest.

RELATING TO PUBLIC SAFETY. Requires police departments to disclose to the legislature the identity of an officer upon the officer's 2nd suspension in a 5‑year period or discharge. Requires disclosure under the Uniform Information Practices Act after a police officer's 2nd suspension in a 5-year period.

RELATING TO CONTRACTORS. Raises the threshold under the contractor licensing law's handyman exemption from $1,000 to $5,000.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 2 copies (including an original) to Room 319 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6189 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
