RELATING TO LOBBYISTS.
Amends the lobbyists law to eliminate outdated references to criminal violations and to clarify that the State Ethics Commission may require payment of an administrative fine or restitution pursuant to a settlement agreement.

RELATING TO ETHICS.
Empowers the State Ethics Commission to require the payment of restitution for ethics violations after a hearing or agreement between the parties.

RELATING TO HEALTH. Requires DHS to compile information regarding employers with employees who receive public assistance. Requires DHS to submit an annual report to legislature on the 50 employers with the highest number of employees receiving public assistance. Requires DLIR to share employment data.

RELATING TO COLLECTIVE BARGAINING.
Establishes a collective bargaining unit for graduate student assistants employed by the University of Hawaii.

RELATING TO HUMAN TRAFFICKING.
Expands the poster requirement to massage therapy establishments that employ three or more people. Increases the penalties for violations of the poster requirement and deposits the penalties in the human trafficking victim services fund. Allows the Department of Labor and Industrial Relations to contract with any state or county department or agency for implementation or enforcement.

RELATING TO WORKERS' COMPENSATION MEDICAL BENEFITS.
Improves access for firefighters to comprehensive medical benefits upon diagnosis of cancer that is presumed to arise out of and in the course of employment.

RELATING TO ELECTRICIANS.
Clarifies that employees performing high voltage electrical work for electrical contractors licensed under Chapter 444, Hawaii Revised Statutes, are exempt from Chapter 448E, Hawaii Revised Statutes under certain conditions.

RELATING TO ELECTRICAL CONTRACTORS.
Extends the sunset date of the limited exemption from licensing requirements for electrical contractors retained by an electric utility to work with high voltage and who are deemed qualified by the electric utility.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For testimony less than 5 pages in length, transmit to 808-586-6189 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
