RELATING TO SERVICE AREA BOARDS. Amends statutory provisions relating to quorum and voting requirements for service area boards on mental health and substance abuse. Designates service area boards on mental health and substance abuse within the department of health for administrative purposes.

RELATING TO STATE COUNCIL ON MENTAL HEALTH. Amends the membership of the State Council on Mental Health, defines quorum for the Council, and specifies number of votes required to constitute valid acts of the Council. Designates the State Council on Mental Health within the department of health for administrative purposes.

RELATING TO PRESCRIPTION DRUGS. Requires prescribers of certain controlled substances to consult the electronic prescription accountability system before issuing a prescription for the controlled substance. Provides exemptions for certain circumstances. Provides that a violation by a prescriber shall not be subject to criminal penalty provisions but that a violation may be grounds for professional discipline pursuant to sections 448-17, 453-8, 457-12, and 471-10 Hawaii Revised Statutes. RELATING TO SEXUAL VIOLENCE. Extends the amount of time from the date an act of child sexual abuse occurred for a victim to bring a civil cause of action. Effective 7/1/2035. (SD1)

RELATING TO FIREARMS. Shortens the time period for voluntary surrender of firearms and ammunition upon disqualification from ownership, possession, or control from 30 days to 7 days. Effective 7/1/2050. (SD2)

RELATING TO EMERGENCY RESCUE DEVICES. Amends the Good Samaritan Law to provide liability exemptions for owners and operators of any premises, property, or facility where rescue tubes are located for the storage, maintenance, or use of the rescue tubes. Provides liability exemptions for rescuers who attempt to rescue a person with a rescue tube. (SB2087 HD1)

RELATING TO THE UNIVERSITY OF HAWAII. Prohibits smoking and tobacco use, including the use of electronic smoking devices, by any person on the premises of the University of Hawaii. (SB134 HD1)

RELATING TO STATE EMPLOYEES. Adds a definition of "intern" to the State Ethics Code and includes interns among state employees to whom the code applies. (SB2610 HD1)

RELATING TO EQUAL PAY. Prohibits prospective employers from requesting or considering a job applicant's wage or salary history as part of an employment application process or compensation offer. Prohibits enforced wage secrecy and retaliation or discrimination against employees who disclose, discuss, or inquire about their own or coworkers' wages. (SB2351 HD1)

RELATING TO SERVICE ANIMALS. Establishes civil penalties for misrepresentation of a service animal. Changes the term "service dog" to "service animal" and amends the definition of that term to conform with the Americans with Disabilities Act of 1990. Effective 1/1/2035. (SD1)

RELATING TO MINORS. Prohibits specific state-licensed persons who are licensed to provide professional counseling from engaging in, attempting to engage in, or advertising sexual orientation change efforts on persons under eighteen years of age. (SB270 HD1)

RELATING TO THE AEROSPACE ADVISORY COMMITTEE. To eliminate the requirement for the Governor to appoint certain representative members of the Aerospace Advisory Committee.

RELATING TO FIREARMS. Prohibits multiburst trigger activators. Defines multiburst trigger activator as a device that simulates automatic gunfire by allowing standard function of a semiautomatic firearm with a static positioned trigger finger or a device that fires multiple shots with the pull and release of a trigger; or a manual or power-driven trigger activating device constructed and designed so that when attached to a semiautomatic firearm it simulates automatic gunfire. Effective 7/1/2050. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 5 copies (including an original) to Room 302 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
