RELATING TO MENTAL HEALTH. Entitles designated family members and other interested persons of a person having a mental health emergency to: notice of emergency admission, examination, and hospitalization. Entitles designated family members and other interested persons to the option to be present in the courtroom for a hearing on a petition for involuntary hospitalization or assisted community treatment and the option to receive copies of hearing transcripts or recordings, unless the court determines that the interests of justice require otherwise. Requires notice of discharge and voluntary inpatient treatment when forensic and non-forensic patients are civilly committed to individuals specified in the order of commitment. Requires the court to adjourn or continue a hearing on a petition for involuntary hospitalization or assisted community treatment for failure to timely notify designated persons, with certain exceptions. Requires the Auditor to conduct audit. (SB122 HD1)

RELATING TO EXPERT WITNESS FEES. Clarifies applicable expert witness fees for testimony, preparation, per diem, and in-court attendance in state court criminal proceedings. (SD2)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Prohibits smoking in and around public housing projects and state low-income housing projects under the jurisdiction of the Hawaii Public Housing Authority and in and around elder or elderly housing.

RELATING TO ORGANIZATIONAL REPORTS OF CANDIDATE COMMITTEES. Repeals the requirement that candidate committee organizational reports include the name and address of each contributor who contributed an aggregate amount of more than $100 to the candidate committee since the last election.

RELATING TO BOARD MEETINGS. Allows boards, under Hawaii' Sunshine Law, to provide a copy of the public notice of a meeting to the Office of the Lieutenant Governor or appropriate county clerk's office via electronic mail. (SB2691 HD1)

RELATING TO AERONAUTICS. Replaces criminal penalties for certain airport offenses addressed in Chapter 261, Hawaii Revised Statutes, or in certain administrative rules or orders issued pursuant thereto, with a civil penalty. (SB2619 HD1)

RELATING TO MOPEDS. Establishes a fine not to exceed $100 for mopeds owners who fail to comply with moped registration requirements. (SB2854 HD1)

RELATING TO FOUND ELECTRONIC DEVICES. Clarifies that found electronic devices that may contain personal information shall be sanitized before they are provided to finders or disposed of by public auction or other means. (SB2738 HD1)

RELATING TO CIVIL IDENTIFICATION. Requires the Director of Transportation to adopt rules to allow an individual who has a letter from a licensed primary care provider certifying that a severe disability causes the individual to be homebound to renew a State identification card by means other than an in person appearance. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 302 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
