RELATING TO POST-SECONDARY EDUCATION. Requires accredited and non-accredited post-secondary educational institutions that are for-profit entities to disclose in print and electronic media and signage that they are for-profit businesses registered in the State. (HB1320 HD1)

RELATING TO EDUCATION. Bars judicial review of Department of Commerce and Consumer Affairs' decisions on protests to the award of procurement contracts for student transportation or education facility construction. Requires parties who protest the award of a contract to pay attorney fees and costs resulting from the delay of the contract if the Department of Commerce and Consumer Affairs upholds the Chief Procurement Officer's decision denying the protest. RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amount of the fine that may be assessed against a noncandidate committee making only independent expenditures for campaign spending violations. Allows the Campaign Spending Commission to order that a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of officers of the noncandidate committee.

RELATING TO ORGANIZATIONAL REPORTS OF NONCANDIDATE COMMITTEES. Repeals reporting requirement regarding contributions in organizational reports of noncandidate committees and noncandidate committees making only independent expenditures.

RELATING TO ELECTION CAMPAIGN REPORTING. Requires a candidate committee or noncandidate committee to inform the Campaign Spending Commission if the candidate committee or noncandidate committee does not intend to receive or spend contributions and expenditures that aggregate more than $1,000 in an election period.

RELATING TO ETHICS. Empowers the State Ethics Commission to require the payment of restitution for ethics violations after a hearing or agreement between the parties. Effective 1/1/50.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Creates an eviction process for the Hawaii Public Housing Authority's state low-income housing and state housing for elders programs. (HB2357 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 302 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
