RELATING TO THE COMMUNITY COURT OUTREACH PROJECT. Appropriates funds to the Judiciary to conduct an evaluation study to assess the impact of the community court outreach project in reducing the administrative burdens within the judicial system and for any staff and technology necessary for conducting the community court at community sites.

RELATING TO THE HAWAII LEGAL AID INTERAGENCY ROUNDTABLE. Establishes the Hawaii legal aid interagency roundtable to facilitate cooperation between various state agencies regarding civil legal services and access to justice. Requires the roundtable to report to the Governor and Legislature. Appropriates funds to the Department of the Attorney General for the roundtable.

RELATING TO VETERANS TREATMENT COURT. Appropriates funds to the veterans treatment court on the Island of Hawaii for social worker positions. (HB1965 HD1)

RELATING TO CONFIDENTIAL PERSONAL INFORMATION. Amends the definition of "confidential personal information," in section 708-800, Hawaii Revised Statutes (HRS), to eliminate unconstitutionally vague provisions in the law as determined by the Hawaii Supreme Court, in its decision of State v. Pacquing, 139 Haw. 302 (2016).

RELATING TO TRESPASS. Increases the penalties for simple trespass and criminal trespass in the second degree for individuals who enter or remain unlawfully in or upon private residential premises.

RELATING TO AGRICULTURE. Establishes a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds. (HB1883 HD1)

RELATING TO MOTOR VEHICLE INSURANCE. Requires a court that convicts a person for driving a motor vehicle without the required insurance to suspend the person's driver's license and to impound the vehicle at the vehicle owner's expense.

RELATING TO FUNDS USED FOR THE SETTLEMENT OF CLAIMS. Authorizes the Department of Education to expend previously appropriated funds to satisfy the settlement of class counsel attorney's fees related to a class action lawsuit against the State.

RELATING TO DOMESTIC VIOLENCE. Amends the offense of abuse of family or household members to provide for felony, misdemeanor, and petty misdemeanor penalties. Expands the family court's jurisdiction over certain enumerated offenses committed against family or household members. Repeals the prohibition on deferred acceptance of guilty or no contest pleas in cases involving abuse of family or household members. Requires that no-contact and stay-away orders issued during the pendency of a criminal case or as a condition of probation be enforced regardless of whether the defendant signed a written acknowledgment of the order, provided that the defendant was informed on the record of the terms and conditions of the order in open court. Requires that no-contact and stay-away orders issued during the pendency of trial cases involving abuse of family or household members or certain enumerated offenses be automatically converted after the defendant's conviction to a new protective order that shall remain in effect for a fixed reasonable period as the court deems appropriate, unless the victim or witness requests otherwise.

RELATING TO PROTECTION OF CHILDREN. Amends various provisions of the HRS to increase protections for child victims of sex trafficking, prostitution, and commercial exploitation by increasing penalties for offenders and habitual offenders. Among other things, amends the offense of sex trafficking to impose criminal liability on a person who solicits a minor for prostitution and by imposing strict liability with respect to the age of the minor.
