RELATING TO ACTIONS FOR QUIET TITLE. Provides that where a quiet title action involves kuleana land, at the request of a defendant or defendants, the court shall order mandatory mediation or consolidation of separate actions, respectively; defendant's access to the land for native Hawaiian cultural and traditional practices shall not be extinguished or alienated; and plaintiff shall not recover cost, expenses, or attorney's fees.
