RELATING TO THE HAWAII INTERNET CRIMES AGAINST CHILDREN TASK FORCE. Appropriates funds to the Hawaii Internet Crimes Against Children Task Force. Requires the Task Force to submit a report to the Legislature.

RELATING TO CLASS C FELONIES. Amends monetary penalty for providing false information in an application affidavit for late voter registration from up to $1,000 to up to $10,000.

RELATING TO LOBBYISTS. Amends the lobbyists law to eliminate outdated references to criminal violations and to clarify that the State Ethics Commission may require payment of an administrative fine or restitution pursuant to a settlement agreement.

RELATING TO PUBLICATION OF ELECTION NOTICES. Provides that whenever an election officer is required to issue a public notice in a statewide or county publication, the publication requirement is satisfied upon the submission of the notice to the publication, provided that the notice is also posted on the website associated with the election officer.

RELATING TO THE HAWAII PENAL CODE. Creates the offense of resisting an order to stop a motor vehicle under unauthorized control. Makes new offense a class B felony. Makes it a class B felony to exert unauthorized control of a propelled vehicle.

RELATING TO BOARD MEETINGS. Allows boards to file a copy of the notice of public meetings with the office of the lieutenant governor or appropriate county clerk's office via electronic mail.

RELATING TO CONFIDENTIAL PERSONAL INFORMATION. Amends the definition of "confidential personal information," in section 708-800, Hawaii Revised Statutes (HRS), to eliminate unconstitutionally vague provisions in the law as determined by the Hawaii Supreme Court, in its decision of State v. Pacquing, 139 Haw. 302 (2016).

RELATING TO CAMPAIGN FINANCE. Clarifies that the definition of "advertisement" as it relates to campaign finance law does not include signs, banners, bumper stickers, and other sundry items.
