RELATING TO AGRICULTURE.

Establishes a two-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii.  Appropriates funds.  (SD1)

RELATING TO LIFEGUARDS.

Requires the Attorney General to defend any civil action or proceeding against a county and any person employed by the county to provide lifeguard services at a designated state beach park under an agreement between the State and the county.  Appropriates funds to the Department of Land and Natural Resources to contract with the counties for county lifeguard services at designated state beach parks under an agreement between the State and a county.  (SD1)

RELATING TO INDEMNIFICATION OF COUNTY AGENCIES.

Facilitates the process by which the University of Hawaii obtains approval to indemnify, defend, and hold harmless a county agency, its officers, agents, and employees, for university purposes and university functions on county property.  (HB2299 HD1)

RELATING TO HUMAN SERVICES.

Requires criminal history checks of adult relatives who provide care for a child whose family receives a child care subsidy from the Department of Human Services, clarifies that the Department of Human Services may take both administrative and judicial action to enforce child care licensing provisions of Chapter 346, Hawaii Revised Statutes, clarifies the role and response of the Child Care Licensing Program when it receives a report of death or injury of a child in a child care setting, and addresses the release of information pending an investigation.  (HB2528 HD1)

RELATING TO LAW ENFORCEMENT.

Establishes a Law Enforcement Standards Board for the certification of county police officers, state public safety officers, and employees of the Departments of Transportation, Land and Natural Resources, Taxation, and Attorney General with police powers.  Prohibits employment of non-certified law enforcement officers beginning on 7/1/2019.  Establishes the law enforcement standards board special fund.  Appropriates funds.  Takes effect 7/1/2075.  (SD1)

RELATING TO HOMELESSNESS.

Requires the Governor to identify available state land for the establishment of a homelessness village.  Establishes the Puuhonua Homeless Villages program.  Requires the Department of Human Services, in conjunction with the Governor, to hold a public meeting prior to the establishment of a homeless village.  Requires the Department of Human Services, in consultation with the Governor, to report to the legislature.  Makes an appropriation.  Effective 7/1/3000.  (SD1)
