RELATING TO AGRICULTURE.

Establishes a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii.  Appropriates funds.

RELATING TO ANIMALS.

Prohibits manufacturers and contract testing facilities in Hawaii from using animal test methods for the purpose of testing cosmetics or household products for which an alternative test method is available.  Imposes a civil fine and authorizes the attorney general to seek injunctive relief and any other recovery of damages.  (SD1)

RELATING TO CHILD SUPPORT GUIDELINES.

Amends the child support guidelines requirements to provide for more opportunity for the public to be involved in the review of the guidelines and to require consideration of additional factors relating to the situation of the parents.  (SD1)

RELATING TO CHILD CARE.

Requires, without limitation, criminal history record checks of household members of a child whose family receives a child care subsidy from the Department of Human Services, clarifies that the Department of Human Services may take administrative and judicial action to enforce child care licensing provisions of chapter 346, Hawaii Revised Statutes, clarifies the role and response of the child care licensing program when it receives a report of death or injury of a child in a child care setting, and addresses the release of information pending an investigation.  (SD1)

Establishes a fine not to exceed $100 for mopeds owners who fail to comply with moped registration requirements.
