RELATING TO ATHLETIC TRAINERS. Makes permanent the regulation of athletic trainers. Clarifies that an individual who accompanies an athlete or team of athletes into this State for a temporary period is not required to possess a valid license, registration, or certification from another jurisdiction if that jurisdiction does not regulate athletic trainers.

RELATING TO PEST CONTROL OPERATORS. Establishes pest control operator examination processes in statute. Establishes pest control operator continuing education training requirements. Establishes a pest control operator application coordinator position in the DCCA. Requires the DCCA and the DOA to review and update all published information regarding pest control operator licenses, examinations, and continuing education training requirements and processes.

RELATING TO CONDOMINIUM ASSOCIATIONS. Requires board members of condominium associations to disclose significant financial interests prior to taking action that affects both the association and a third-party provider. Prohibits board members from receiving gifts from those types of third party providers. Expands the powers of the real estate commission to enforce violations by board members of disclosure requirements and gift prohibitions.

RELATING TO STATE SELF-INSURANCE AGAINST PROPERTY AND CASUALTY RISKS. Establishes a special fund to provide the State with self-insurance against the State's property and casualty risks. Appropriates moneys.

RELATING TO INTERNET PRIVACY. Prohibits internet service providers from using the personal information of customers for specific purposes without the prior written consent of customers.

RELATING TO DENTAL ASSISTANTS. Requires the Board of Dental Examiners to adopt rules to establish a regulatory structure for the regulation of dental assistants in Hawaii.

RELATING TO SHORT-TERM LOANS. Authorizes and regulates short-term lending in the State such that short-term loans shall not exceed a term of thirty months, require payments not to exceed eight per cent of the borrower's gross monthly income, and other conditions.

RELATING TO WIRELESS BROADBAND FACILITIES. Establishes a process to upgrade and support next generation wireless broadband infrastructure throughout the State. Establishes a permitting, application, review, and approval process for wireless service providers to install wireless facilities on state or county owned utility poles, or install associated utility poles, in the right of way. Applies to permit applications filed with the State or county after 12/31/2018.

RELATING TO THIRD PARTY ADMINISTRATORS. Encourages disclosure of contracts between insurers and third party administrators (administrators), both to potential insureds and the insurance commissioner. Promotes the financial responsibility of administrators. Regulates administrators' practices in conformity with the general purposes of this article. Governs the qualifications and procedures for the licensing of administrators.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
