RELATING TO VIRTUAL CURRENCY. Extends the money transmitters act to expressly apply to persons engaged in the transmission of virtual currency. Requires licensees dealing with virtual currency to provide a warning to consumers prior to entering into an agreement with them.

RELATING TO THIRD PARTY ADMINISTRATORS. Encourages disclosure of contracts between insurers and third party administrators (administrators), both to potential insureds and the insurance commissioner. Promotes the financial responsibility of administrators. Regulates administrators' practices in conformity with the general purposes of this article. Governs the qualifications and procedures for the licensing of administrators.

RELATING TO BROADBAND ACCESS FOR SENIORS. Requires the Department of Commerce and Consumer Affairs to conduct a feasibility study on deploying broadband technology at county- and state-run senior centers. Appropriates moneys.

RELATING TO GUARDS. Creates a narrowly defined subcategory of guards, called watchpersons, who are allowed to be unregistered for sixty days but must meet all the requirements of a guard to continue working in a guard capacity after the sixty day period.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
