RELATING TO THE CONTRACTORS LICENSE BOARD.

Amends the composition of and sets residency requirements for members of the Contractors License Board (Board).  Specifies that the protection of the public shall be of the highest priority of the Board in the exercise of the Board's licensing, regulatory, and disciplinary functions.

RELATING TO MOTOR VEHICLE REPAIRS.

Prohibits motor vehicle insurers from charging insureds an additional fee for repairs made with original equipment manufacturer parts if the vehicle manufacturer recommends original equipment manufacturer parts.

RELATING TO MASSAGE THERAPY.

Exempts individuals specializing in only foot, hand, and outer ear manipulation from licensure as a massage therapist.

RELATING TO BROADBAND INTERNET ACCESS.

Regulates broadband internet service providers to ensure a free and open Internet.  Establishes a task force to examine the costs and benefits of creating a state-owned public utility company to provide broadband internet service.

RELATING TO BOARDS.

Removes the word "Examiners" from the State Board of Chiropractic Examiners, Board of Dental Examiners, Board of Examiners in Optometry, and Board of Veterinary Examiners.  Renames the boards with titles that accurately reflect their scope and duties.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER: 3 copies (including an original) to Room 406 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-8479 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
