RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Requires the Hawaii public housing authority to establish a program to offer insurance policies to landlords who rent to tenants using the section 8 housing choice voucher program. Requires the authority to report to the legislature. Appropriates funds to establish and administer the program.

RELATING TO HOUSING. Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.

RELATING TO INDIVIDUAL HOUSING ACCOUNTS. Increases the cap amounts of the tax deduction for individual housing accounts. Authorizes use of funds to obtain rental housing. Authorizes maintenance of accounts in a community development financial institution. Repeals requirements for the payment of taxes on distributions used for the purchase of a first principal residence. (HB1746 HD1)
