RELATING TO AFFORDABLE HOUSING. Establishes a new chapter for rent stabilization. Enumerates unlawful actions, details the process for calculating the maximum monthly rent and yearly increases and surcharges for dwelling units under the jurisdiction of the chapter, and provides for remedies for violations of this chapter.

RELATING TO HOUSING VOUCHERS. Authorizes the Hawaii Housing Finance and Development Corporation to establish a housing voucher program for full-time classroom teachers employed by the Department of Education or by a public charter school.

RELATING TO LANDS CONTROLLED BY THE STATE. Exempts from legislative approval the sale of the leased fee interest in certain affordable leasehold developments by the Hawaii Housing Finance and Development Corporation.

RELATING TO HOUSING. Establishes expedited approvals for affordable housing projects seeking district boundary amendments for land areas of fifteen acres or less under the jurisdiction of the counties, as well as expedited approvals by the Hawaii Community Development Authority.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Creates an eviction process for the Hawaii Public Housing Authority's state low-income housing and state housing for elders programs.

RELATING TO PUBLIC LANDS. Exempts lands to which Hawaii Public Housing Authority holds title from the definition of "public lands" in section 171-2, Hawaii Revised Statutes.

RELATING TO HOUSING THAT SUPPORTS AGRICULTURAL PRODUCTION. Authorizes the construction of tiny homes for residential use within agricultural districts, on farms that are engaged in agricultural production. Provides that a tiny home shall be subject to county ordinances or permitting requirements that are directly applicable to residential uses of tiny homes in agricultural districts.

RELATING TO HOUSING PRODUCTION. Requires, between fiscal year 2019-2020 and fiscal year 2029-2030, each county to authorize construction for a specified number of new housing units. Reduces the amount of transient accommodations tax revenue the counties receive for failure to meet the requirements. Allows for recoupment of reduction under certain circumstances. Repeals June 30, 2031.

RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES. Clarifies that Hawaii Housing Finance and Development Corporation housing projects are exempt from the Disability and Communication Access Board process under section 103-50, Hawaii Revised Statutes.

RELATING TO HOUSING ON AGRICULTURAL LAND. Establishes standards for dwellings and employee housing on agricultural land. Limits dwellings and employee housing on agricultural land to farmers and immediate family members.

RELATING TO HOUSING. Allows development of affordable housing in agricultural and rural districts if certain conditions are met.

RELATING TO HOUSING. Creates the state sustainable affordable leasehold housing program to authorize the Hawaii Housing Finance and Development Corporation to enter into ninety-nine year leases of residential condominium units located on state lands with eligible low- and moderate-income households.
