Status

RELATING TO FINANCIAL INSTITUTIONS.

Places restrictions on the ability of financial institutions to sell residential mortgage loans to other financial institutions.  Defines "residential mortgage loans" as any loan primarily for personal, family, or household use that is secured by a mortgage, deed of trust, or other equivalent consensual security interest on a dwelling or residential real estate upon which is constructed or intended to be constructed a dwelling, and includes refinancings, reverse mortgages, home equity lines of credit, and other first and additional lien loans that meet the qualifications of the definition.

Status

RELATING TO CONDOMINIUMS.

Increases the minimum number of residential units in a condominium project that must be offered for sale to prospective owner-occupants in the thirty-day period following the initial date of sale of the condominium from 50 percent to 90 percent.

RELATING TO HOUSING.

Upon approval by county land use decision-making authority, and with concurrence from Land Use Commission, requires boundary amendments reflected in certain plans to be adopted in accordance with such approved plans.  Increases housing inventory by prioritizing funding for public infrastructure in areas of planned growth, and provides a streamlined approval process for those projects.

Status

RELATING TO PUBLIC EDUCATION.

Increases the conveyance tax for certain properties valued at $4,000,000 or greater.  Establishes the Tianxin Zhang public education special fund and deposits a portion of conveyance tax moneys into the special fund.  Requires moneys in the special fund to be used for educational programs and activities.

Status

RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation, or the appropriate state entity, to initiate negotiations to keep the units of the Front street apartments on the island of Maui affordable or to acquire the Front street apartments property unless certain conditions are met.  Appropriates funds.

RELATING TO SCHOOLS.

Repeals the School Impact Fees law.
