Status

RELATING TO SCHOOL FACILITIES.

Requires DOE to conduct a review of all school consolidation studies completed by the department within 10 years prior to the effective date of this Act to determine whether the findings and recommendations of the studies are still valid.  Requires DOE, with the assistance of DHS, to review the feasibility of using the school facilities covered by the consolidation studies as sanctuary spaces for vulnerable populations.  Requires a report to the legislature.

Status

RELATING TO HOUSING.

Authorizes the issuance of general obligation bonds to fund construction of affordable housing development projects.  Appropriates moneys for homelessness mitigation and prevention efforts.

Status

RELATING TO HOMELESSNESS.

Appropriates funds to DHS and DOH to continue to administer programs for individuals or families who require assistance to avoid or escape homelessness including outreach, Rapid Rehousing, Housing First, Law Enforcement Assisted Diversion, and the Family Assessment Center on Oahu.  Appropriates funds to HPHA for public housing improvements and renovations statewide and a pilot program for the State Rent Supplement Program.

Status

RELATING TO THE ECONOMIC SECURITY OF THE ELDERLY.

Prohibits the State Building Code Council and county councils from establishing disabled accessibility or usability standards for residential buildings that are lower than those established by the most recent editions of the International Building Code and the International Residential Code.

Status

RELATING TO HOMELESSNESS.

Establishes the homelessness special fund.  Establishes a community shelter commission in each county.  Raises the conveyance tax and directs revenues toward experimental or demonstration housing projects administered by the Hawaii Housing Finance and Development Corporation and by the Hawaii Public Housing Authority and homeless facilities and programs administered by the Department of Human Services.

Status

RELATING TO HOMELESSNESS.

Establishes a 5-year Hale Kokua pilot project under the Hawaii Housing Finance and Development Corporation to reduce homelessness by incentivizing and assisting private homeowners who set aside existing dwelling units, or construct new or improve existing dwelling units, for rental by families and individuals classified as homeless under the project.  Requires interim and final reports to the legislature.  Repealed on 7/1/2023.

Status

RELATING TO HOMELESSNESS.

Authorizes the issuance of general obligation bonds and appropriates proceeds to the Hawaii Housing Finance and Development Corporation for the development and construction of permanent supportive housing units for the chronically homeless.

RELATING TO HOUSING.

Requires the Hawaii Housing Finance and Development Corporation to conduct a study on the current and future demand and supply of affordable housing suitable for individuals with special needs, and makes an appropriation.

Status

RELATING TO HOMELESSNESS.

Expands eligibility and credit amount of the low income-household renters' income tax credit.  Appropriates funds for the continued administration of the family assessment center for homeless families and for a housing homeless children rental assistance pilot program.  Exempts adoption of interim rules and procurement of services by federally-certified financial counselors from chapters 91 and 103F, Hawaii Revised Statutes, respectively.
