RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation, or the appropriate state entity, to initiate negotiations to keep the units of the Front street apartments on the island of Maui affordable or to acquire the Front street apartments property unless certain conditions are met.  Appropriates funds.

RELATING TO HOUSING.

Establishes the housing support program to make payments to participating landlords on behalf of eligible persons and families.  Establishes guidelines to determine eligibility for the program.  Appropriates funds for housing support payments.

Establishes the home ownership housing revolving fund to provide loans and grants for affordable home ownership housing projects.  Makes an appropriation into and out of the fund.

Establishes the Office of Affordable Housing Finance and Development for the purpose of facilitating the financing, planning, permitting, designing, and construction of affordable housing.  Establishes an affordable housing development loan program to provide financing for private developers who develop affordable housing projects.  Appropriates moneys for personnel and operating costs of the Office of Affordable Housing Finance and Development and to fund affordable housing development loans.

RELATING TO HOUSING.

Expands and extends to June 30, 2026, the certification for exemption from general excise tax and use tax costs for certain rental housing projects pursuant to section 201H-36(a)(5), Hawaii Revised Statutes, to include affordable rents.  Requires said project owners to accept Section 8 Housing Choice Vouchers as a condition of certification.

RELATING TO HOUSING.

Establishes an income tax credit for the cost of construction and renovation that complies with residential housing visitability standards.

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit.  Takes effect on 1/1/2019.

RELATING TO THE CONVEYANCE TAX.

Increases the rate of real estate conveyance tax for properties with a value of at least $2,000,000.  Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund.

RELATING TO THE CONVEYANCE TAX.

Removes the cap on the amount of conveyance taxes that may be paid into the rental housing revolving fund and increases the percentage of conveyance taxes collected that shall be paid into the rental housing revolving fund.

RELATING TO HOUSING.

Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents.  Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.

      Status & Testimony

RELATING TO REAL PROPERTY.

Allows an income tax credit on sales of principal residences that are less than the home's original purchase price, limited by the taxpayer's income, up to an annual statewide cap of $2,000,000.  Allows for a taxpayer to elect to take a discounted amount as a cash refund.
