RELATING TO HEALTH. Establishes the Health Analytics Program in the Med-QUEST Division of the Department of Human Services and authorizes the Department of Human Services to maintain an all-payers medical claims database. (HB694 HD2)

RELATING TO CHILD SAFETY. Authorizes disclosure of the disposition of an assessment from an investigation into an allegation or report of child abuse and neglect that was confirmed by DHS and occurred within a group child care home or a group child care center to parents or guardians of a child enrolled in the home or center at the time of the alleged abuse or neglect or to parents or guardians who have submitted an application or request to place their children in that home or center. RELATING TO A YOUTH COMMISSION. Establishes a youth commission within the Office of Youth Services to advise the Governor and Legislature on the effects of legislative policies, needs, assessments, priorities, programs, and budgets relating to youth. Appropriates funds. (HB1716 HD1)

RELATING TO TAXATION. Provides a nonrefundable tax credit for eligible taxpayers for child care costs for children up to four years of age. (HB1718 HD1)

RELATING TO CHILDREN. Allows a minor to petition the Family Court for emancipation, and directs the court regarding investigation of the petition, appointment of legal counsel and a guardian ad litem for the petitioner, and the findings necessary to grant the petition. Specifies the rights gained by the minor upon emancipation and authorizes the court to require the minor's parents or legal guardians to pay for any services ordered by the court. Requires emancipation proceedings to be stayed until final disposition of the minor's child protective case under Chapter 587A. (HB1859 HD2)

RELATING TO HUMAN SERVICES. Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits. (HB1926 HD1)

RELATING TO CHILD WELFARE SERVICES. Establishes the East Hawaii Child Welfare Services Section Pilot Project within the Department of Human Services to increase staff and reduce caseloads in the East Hawaii Child Welfare Services Section. Appropriates funds. (HB2277 HD1)

RELATING TO CHILD CARE. Deletes the Department of Human Services' obligation to determine required liability insurance coverage amounts for regulated child care providers. Extends the implementation and enforcement date of liability insurance requirements for regulated child care providers contained in Act 161, Session Laws of Hawaii 2017, until July 1, 2019.
