RELATING TO CHILD CARE. Establishes a misdemeanor offense when a child under the care of a licensed child care provider is injured or killed as a result of failure to properly care for the child. Requires that a child care provider's license be immediately revoked upon conviction of the new offense.

RELATING TO CHILD CARE PROVIDERS. Extends the implementation and enforcement dates of Act 161, Session Laws of Hawaii 2017, until July 1, 2019. Requires the Department of Human Services to submit a report to the Legislature prior to the 2019 Regular Session.

RELATING TO HEALTH ANALYTICS. Establishes the Health Analytics Program in the Med-QUEST Division of the Department of Human Services and authorizes the Department of Human Services to maintain an all-payers medical claims data base.

RELATING TO POVERTY. Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2017-2018 to address the budget shortfall for health care payments program (HMS 401) in the Department of Human Services. Effective upon approval.

RELATING TO CHILD CARE PROVIDERS. Repeals language that requires child care providers to disclose a summary of information that includes the insurer's name and contact information, coverage amounts, and effective dates for liability insurance coverage.

RELATING TO PERSONS WITH DISABILITIES. Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program. Requires reports to the legislature.

RELATING TO A YOUTH COMMISSION. Establishes a youth commission within the Office of Youth Services to advise the Governor and Legislature on the effects of legislative policies, needs, assessments, priorities, programs, and budgets relating to youth. Appropriates funds.

RELATING TO CHILD SAFETY. Authorizes child abuse and neglect reports for incidents occurring in group child care homes or group child care centers to be disclosed to parents or guardians of children enrolled in the home or center at the time of the alleged abuse or neglect or to parents or guardians considering enrolling their children in the home or center. Authorizes the disclosure of a report involving a finding of a felony or misdemeanor to be disclosed to any person upon request.

RELATING TO YOUTH HOMELESSNESS. Appropriates funds as a grant to the Hawaii Youth Services Network's transitional housing program, benefiting homeless youth, to bridge a temporary gap in federal funding.

RELATING TO YOUTH. Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. Establishes a Safe Places for Youth Pilot Program Coordinator position. Requires a report to the Legislature. Appropriates funds.

RELATING TO THE EARNED INCOME TAX CREDIT. Changes the earned income tax credit from a nonrefundable tax credit to a refundable tax credit.

RELATING TO CHILD SUPPORT. Requires certain amounts of child support moneys collected by the Department of Human Services (DHS) for public assistance of a child to pass through to the family receiving the public assistance. Requires DHS to disregard passed through child support payments when determining the needs of an applicant for or recipient of public assistance.

RELATING TO GENERAL EXCISE TAX EXEMPTIONS. Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program, regardless of the means of purchase and the SNAP eligibility of the purchaser, and prescription drugs.

RELATING TO NONREPORTING ON CHILD ABUSE. Changes the penalty for nonreporting of child abuse or neglect from a petty misdemeanor to a class C felony.

RELATING TO HUMAN SERVICES. Authorizes the Department of Human Services to contract the services of a dedicated capture manager responsible for securing grant and other funding opportunities for the Department of Human Services. Makes an appropriation. Repeals on 6/30/2020.

RELATING TO NURSE AIDES. Adds dementia training and a passing score on an examination on that training as an option for the recertification of nurse aides working in state-licensed and state-certified health care settings other than medicare or medicaid certified nursing facilities.
