RELATING TO THE HEALTHY AGING PARTNERSHIP PROGRAM.

Appropriates funds for the Healthy Aging Partnership Program to further the program's important role in improving the health and well-being of Hawaii's kupuna.

RELATING TO CHILD WELFARE SERVICES.

Appropriates funds for DHS to establish a five-year pilot program in the east Hawaii child welfare services section in Hawaii county that limits the number of children per child welfare services caseworker to no more than twenty.  Appropriates funds for additional case managers and support staff for the pilot program.

      Status & Testimony

RELATING TO FAMILY COURT.

Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may arise to a tort claim.  Establishes procedures for the family court to allow a child in foster custody who has suffered an injury to seek outside legal representation for a claim of damages as a result of a tort.

RELATING TO PRESCRIPTION MEDICATION.

Requires prescription drug coverage provided under the State's Medicaid managed care and fee-for-service programs to include prescription drug coverage for buprenorphine, when used in the treatment of opioid dependency.  Requires prescriptions for buprenorphine to be offered without copayments and without the need for prior authorization.

RELATING TO LONG-TERM CARE FACILITIES.

Requires long-term care facilities to continue providing care for individuals after they receive acute medical care from a hospital.  Requires a long-term care facility that provides care to an individual who leaves the facility to receive acute medical services at a hospital to readmit and continue providing care for the individual.  Requires an individual who is receiving care in a hospital and is recommended by the hospital for transfer to a licensed long-term care facility for continued care to transfer to only that long-term care facility recommended by the hospital.

RELATING TO CHILD CARE.

Establishes a new child tax credit of $1,000 and changes percentages of costs for household and dependent care services that may be claimed as tax credits by lower-income families.
