Establishes a Cesspool Upgrade Task Force within the Department of Health to consider and recommend the means by which the Department of Health can ensure that cesspools on properties that are within priority upgrade areas are upgraded within fifteen years.  (SB2567 HD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates chapter 329, Hawaii Revised Statutes, to be consistent with federal law, by allowing prescribing authorization of drugs which include buprenorphine and naloxone to patients undergoing "medically managed withdrawal", also known as "detoxification treatment" and "maintenance treatment" by practitioners who are properly registered.  (SD1)

Updates chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal Controlled Substances Act as required under section 329-11, Hawaii Revised Statutes.  (SD1)

RELATING TO MENTAL HEALTH.

Entitles designated family members and other interested persons of a person having a mental health emergency to:  notice of emergency admission, examination, and hospitalization.  Entitles designated family members and other interested persons to the option to be present in the courtroom for a hearing on a petition for involuntary hospitalization or assisted community treatment and the option to receive copies of hearing transcripts or recordings, unless the court determines that the interests of justice require otherwise.  Requires notice of discharge and voluntary inpatient treatment when forensic and non-forensic patients are civilly committed to individuals specified in the order of commitment.  Requires the court to adjourn or continue a hearing on a petition for involuntary hospitalization or assisted community treatment for failure to timely notify designated persons, with certain exceptions.  Takes effect on 1/7/2059.  (SD2)

RELATING TO KUPUNA CARE.

Requires the Executive Office on Aging to include in its annual report to the legislature a section that details outcomes of the Kupuna Caregivers Program.  Requires the Executive Office on Aging to offer a plan to maximize the number of participants in the program and offer certain core services and to submit a copy of the plan to the legislature.  Includes activities of daily living and attendant care as services covered by the program.  Appropriates $3,400,000 for implementation of the program.  Effective 7/1/2050.  (SD2)

Establishes a youth commission within the Office of Youth Services to advise the Governor and Legislature on the effects of legislative policies, needs, assessments, priorities, programs, and budgets relating to youth.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO PERSONS WITH DISABILITIES.

Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program.  Requires reports to the legislature.  Takes effect upon approval by the Centers for Medicare and Medicaid Services.  Effective 7/1/2050.  (SD2)

RELATING TO MEDICAID.

Requires the department of human services, in collaboration with the department of health, to review the progress of the Hawaii pathways project pilot and continue to pursue efforts to utilize medicaid to provide supportive housing services for chronically homeless individuals.  Provides considerations for the department in planning for the expansion of supportive housing services provided through medicaid managed care plans.  Requires the department to report to the legislature.  Makes an appropriation.  Effective 7/1/2050.  (SD2)

RELATING TO VECTOR CONTROL.

Appropriates moneys for 12 permanent full-time equivalent positions in the vector control branch of the Department of Health.  Effective 7/1/2050.  (SD1)

Status

RELATING TO UNDERGROUND STORAGE TANKS.

Requires the Department of Health to adopt rules on or before 10/13/2018 for underground storage tanks and tank systems that conform with, and are no less stringent than, the federal underground storage tank regulations effective as of 7/15/2015; provided that all field-constructed underground storage tanks with storage capacities greater than 50,000 gallons shall be required to upgrade with secondary containment.  (SB2930 HD1)

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
