Establishes the Kawailoa Youth and Family Wellness Center within the Department of Human Services under the supervision of the Office of Youth Services and the Hawaii Youth Correctional Facilities. Changes the approach of juvenile justice to a more therapeutic model. Takes effect 7/1/2050. (SD2)

RELATING TO THE SUPERVISION OF LICENSED DENTAL HYGIENISTS IN A PUBLIC HEALTH SETTING. Allows licensed dental hygienists to practice under the general or direct supervision of any licensed dentist providing dental services in a public health setting. (SD1)

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES. Appropriates funds for one ambulance unit each for the county of Kauai and the county of Hawaii, including equipment, supplies, and personnel costs. Effective 7/1/2050. (SD1)

RELATING TO CHILD WELFARE SERVICES. Appropriates funds for the Department of Human Services to establish a five-year pilot program in the east Hawaii child welfare services section in Hawaii county that limits the number of children per child welfare services caseworker to no more than twenty. Appropriates funds for additional case managers and support staff for the pilot program. Effective 7/1/2050. (SD1)

RELATING TO PARKING FOR DISABLED PERSONS. Limits the exemption from payment of parking meter fees to vehicles that display a distinguishing parking permit or decal issued to an applicant who presents a certificate of disability that verifies that the applicant is licensed to drive a motor vehicle and cannot reach or operate a parking meter because of a physical disability. Takes effect 7/1/2018. (SD2)

RELATING TO THE SHARING OF VITAL STATISTICS RECORDS WITH DEPARTMENT OF HEALTH PROGRAM EMPLOYEES FOR APPROVED RESEARCH PURPOSES. Authorizes the Department of Health to disclose public health statistics records internally within the Department for approved research purposes and establishes conditions under which those records may be disclosed with and without informed consent. Effective 1/1/2035. (SD2)

RELATING TO PARENTAL RIGHTS. Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that the natural parent committed sexual assault of the other natural parent, the child was conceived as a result of the sexual assault by the parent, and termination of parental rights is in the best interests of the child, under certain conditions. Takes effect on 1/7/2059. (SD1)

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Requires the Department of Agriculture to create a local health food dollar-for-dollar matching program for beneficiaries of the Supplemental Nutrition Assistance Program. Establishes and appropriates funds into and out of the local health food incentive program special fund. Effective 7/1/2050. (SD2)

RELATING TO LANGUAGE ACCESS. Appropriates moneys for the establishment of 2 full-time equivalent (2.0 FTE) permanent program specialist positions within the office of language access to assist state agencies and state-funded agencies in implementing the requirements of Hawaii's language access law. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
