RELATING TO CHAPTER 245, HAWAII REVISED STATUTES. Makes unlawful the shipment of tobacco products, and transport of tobacco products ordered or purchased through a remote sale, to anyone other than a licensee. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law, thereby making all provisions of the cigarette tax and tobacco tax law that relate to tobacco products applicable to e-liquid as well. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. Effective 7/1/2050. (SD2)

RELATING TO TOBACCO. Prohibits the issuance and renewal beyond 11/30/2019, of retail tobacco permits for businesses that are located within 500 feet of a preschool, school, or certain public playgrounds. Beginning on 12/1/2019, prohibits the sale of tobacco products and electronic smoking devices by businesses that are located within 500 feet of a preschool, school, or certain public playgrounds. Effective 7/1/2050. (SD2)

RELATING TO TELEHEALTH. Requires the Department of Health to conduct a telehealth pilot project. Appropriates moneys. Effective 7/1/2050. (SD1)

RELATING TO DENTISTRY. Establishes minimum requirements for all dental assistants hired on or after 7/1/2018. Requires dental assistants employed on or after 7/1/2018 to successfully complete the Dental Assisting National Board, Inc.'s (DANB) National Entry Level Dental Assistant certification within three years of first being hired. Requires dental assistants with four or more years' experience to apply or register for the DANB's Certified Dental Assistant certification. Exempts dental assistants with more than ten years' experience from having to obtain a Certified Dental Assistant certification, but requires these dental assistants to hold a cardiopulmonary resuscitation certification and pass the DANB's Infection Control examination within two years. RELATING TO MEDICAL CANNABIS PRODUCTS. Updates transdermal patches to transdermal devices in section 329D-10, HRS, thereby including non-patch devices that deliver through the dermis. Adds cannabinoid suppositories to the list of cannabis products that may be manufactured and distributed by dispensaries. Effective 1/1/2050. (SD1)

RELATING TO OPIOID ANTAGONISTS. Authorizes pharmacists to prescribe, dispense, and provide related education on opioid antagonists to individuals at risk of opioid overdose and to family members and caregivers of individuals at risk of opioid overdose without the need for a written, approved collaborative agreement; subject to certain conditions. Takes effect on 7/1/2050. (SD1)

RELATING TO PRESCRIPTION DRUGS. Requires prescribers of certain controlled substances to consult the electronic prescription accountability system before issuing a prescription for the controlled substance. Provides exemptions for certain circumstances. Provides that a violation by a prescriber shall not be subject to criminal penalty provisions but that a violation may be grounds for professional discipline pursuant to section 453-8 or 457-12, Hawaii Revised Statutes. Repeals on 6/30/2023. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
