Appropriates funds for the establishment of two full-time equivalent (2.00 FTE) permanent program specialist positions within the office of language access to assist state agencies and state-funded agencies in implementing the requirements of Hawaii's language access law.

RELATING TO CHILD WELFARE SERVICES. Establishes the East Hawaii Child Welfare Services Section Pilot Project within the Department of Human Services to increase staff and reduce caseloads in the East Hawaii Child Welfare Services Section. Appropriates funds.

RELATING TO THE ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM. Enhances the electronic prescription accountability system to inform prescribers of the percentile ranking of their opiate prescription practices as compared to their peers.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes, as follows: amends sections 329-16 and 329-38(h) to be consistent with federal law, by allowing prescribing authorization of drugs which include buprenorphine and naloxone to patients undergoing "medically managed withdrawal", also known as "detoxification treatment" and "maintenance treatment" by practitioners who are properly registered.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal Controlled Substances Act as required under section 329-11.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Amends section 329-104(c), Hawaii Revised Statutes, to allow the Department of Public Safety Narcotics Enforcement Division Administrator to disclose, at his discretion, confidential information from the Electronic Prescription Accountability System, more commonly known as the Prescription Drug Monitoring Program, to authorized employees of the Department of Health Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch.

RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS. Requires the department of human services, in consultation with the department of health, to establish a pilot project to operate a facility to provide shelter and mental health treatment for homeless individuals with severe mental illness who are subject to court-ordered involuntary hospitalization to a psychiatric facility. Appropriates funds.

MAKING AN APPROPRIATION FOR AN OUTPATIENT CENTER. Appropriates $1,000,000 to the Department of Health to assist Hawaii Pacific Health with the financing of construction of a family medicine office practice and team-based training site at the Pali Momi outpatient center.

RELATING TO HOMELESSNESS. Requires DHS to contract with an organization to establish a pilot program to address all aspects of chronic homelessness in the 96817 zip code. Appropriates moneys.

RELATING TO HOMELESS SERVICES PROVIDERS. Requires the Department of Human Services to develop a regularly updated, publicly accessible system that tracks appropriations made for contracts with provider agencies that offer services to homeless persons on behalf of the State and measures the effectiveness of services provided by these agencies.

RELATING TO SUBSTANCE ABUSE TREATMENT. Appropriates moneys for Department of Health to fund substance abuse treatment programs relating to persons with multiple chronic conditions, a centralized referral system, case management programs, and a peer mentoring or coaching program.

RELATING TO ASSAULT AGAINST A CHILD IN A CHILD CARE FACILITY. Establishes the criminal offense of Assault Against a Child in a Child Care Facility.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Requires the Department of Agriculture to create a farmers' market dollar-for-dollar matching program for beneficiaries of the Supplemental Nutrition Assistance Program.

RELATING TO HUMAN SERVICES. Authorizes healthcare providers, non-profits, businesses, and faith based organizations to assist in providing the supplemental nutrition assistance program (SNAP) applications to prospective applicants in order to increase SNAP participation in Hawaii.

RELATING TO HOMELESSNESS. Establishes the Emergency Department Homelessness Assessment Pilot Program to identify a possible correlation between social worker interventions and the use of hospital emergency departments by individuals experiencing homelessness and makes an appropriation.

RELATING TO CHILD VISITATION. Adds as prerequisites to awarding visitation that the court finds that awarding visitation to grandparent is in the best interest of the child and that denial of reasonable grandparent visitation rights would cause significant harm to the child. Clarifies procedures for awarding visitation. Deletes duplicative provision of awarding grandparents reasonable visitation rights.

RELATING TO HEALTH. Prohibits smoking in a motor vehicle in which a person under the age of 18 is present. Requires DOH to report on the enforceability of this Act and coordination of related data collection activities of the respective law enforcement agencies.

RELATING TO HUMAN SERVICES. Appropriates funds to DHS to restore basic adult dental benefits to Medicaid enrollees. Requires DHS to obtain the maximum federal matching funds available for this expenditure.

RELATING TO EPIDEMIOLOGISTS. Provides the Director of Health with operational flexibility by repealing the statute limiting the Director of Health to ten permanent or temporary exempt epidemiologist positions.
