RELATING TO HEALTH. Establishes a pre-arrest diversion pilot project for individuals with mental health or substance abuse challenges who allegedly commit nonviolent, non-felony offenses on state property. Appropriates funds.

RELATING TO ASSOCIATION HEALTH PLANS. Requires association health plan policies to comply with the laws of this State regardless of the association's domicile. Enables certain voluntary associations, including employer associations that issue association health plans, to qualify for authorization to transact insurance in the State.

RELATING TO HEALTH INSURANCE. Establishes an individual mandate for certain qualified taxpayers to sign up and maintain health insurance throughout the year, or pay a penalty on their individual income tax return.

RELATING TO HEALTH. Establishes and appropriates funds for one full-time equivalent (1.00 FTE) permanent veterinary medical officer position within the Department of Health.

RELATING TO MEDICAL CANNABIS. Requires and appropriates funds to the counties to establish medical cannabis collectives to regulate and tax the distribution of medical cannabis. Amends primary caregivers' and qualifying patients' defense related to medical cannabis. Defines distribution to allow qualifying patients to transfer medical cannabis between themselves. Defines medical cannabis collective as a county-licensed entity that provides cannabis to qualifying patients.

RELATING TO RAT LUNGWORM DISEASE. Appropriates funds to the University of Hawaii at Hilo for programs, studies, and activities related to the prevention and eradication of rat lungworm disease.

RELATING TO DISTRICT HEALTH OFFICERS OF THE STATE OF HAWAII. Requires each district health officer of the Department of Health to be a physician licensed to practice medicine under Part I of Chapter 453 of the Hawaii Revised Statutes.

RELATING TO INCOME WITHHOLDING FOR CHILD SUPPORT. Amends the income withholding requirements to impose a fine against any employer who discharges from employment, refuses to employ, or takes disciplinary action against any noncustodial parent subject to income withholding, or who fails to comply with an order of assignment of future income. Takes effect upon approval.

RELATING TO HEALTH. Proposed HD1: Snorkel; Safety Check List. Rental Shops and stores shall place a warning notice or card listing a Safety Check List for snorkels sold or rented in Hawaii.

RELATING TO YOUTH SUICIDE PREVENTION. Appropriates $25,000 for youth suicide early intervention, prevention, and education initiatives in Maui county.

RELATING TO HEALTH. Establishes a suicide prevention task force to develop a strategic plan to reduce suicide in Hawaii by 25% by 2025.

RELATING TO HEALTH. Proposed HD1: Authorizes pharmacists to prescribe and dispense an opioid antagonist to patients and to family members and caregivers of opioid patients without the need for a written, approved collaborative agreement. Appropriates funds for drug treatment for opioid abuse, methamphetamine abuse, heroin abuse, prescription drug abuse, and other drug or alcohol abuse.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Requires the Auditor to conduct a management and financial audit of the Hawaii Health Systems Corporation.

RELATING TO PRESCRIPTION DRUGS. Requires every pharmacy to accept for disposal the return of any unused, remaining, or expired prescription drug that the pharmacy previously dispensed.

Appropriates funds for positions to increase school-health coordination for and among the Department of Education, Department of Health, and Department of Human Services. RELATING TO MOBILE CLINICS. Appropriates funds to purchase, staff, and operate two mobile clinics to serve the homeless population.
